Mexican President Enrique Peña Nieto last week scrapped his first visit to the White House after a testy phone call with President Donald Trump over his proposed border wall, The Washington Post reports.

Peña Nieto reportedly asked Trump to publicly confirm that Mexico would not pay for the wall, but Trump refused, according to U.S. and Mexican officials familiar with the 50-minute conversation.

Trump also reportedly “lost his temper” at one point and was “exasperated” and “frustrated” because he thought Peña Nieto’s request was unreasonable.

Peña Nieto, who is facing a presidential election in July, was expected to visit the White House this month or in March. He has repeatedly denied Mexico will pay for the wall, but Trump continues to insist that it will, “in some form.”

Trump’s budget proposal unveiled on Feb. 12. pressed for new spending on infrastructure and $18 billion across two years for constructing a border wall and $782 million to hire 2,750 additional personnel at U.S. Customs and Border Protection and Immigration and Customs Enforcement.
