In recent weeks, House Foreign Affairs Committee Chairman Ed Royce, R-Calif., who announced his retirement last year, has been working tirelessly to see that his 39th District (Orange County) stays in Republican hands.

“Whether it’s fundraising or speaking to any group, Ed is working 24/7 to see that he’s succeeded by Young Kim,” California’s GOP National Committeeman Shawn Steel told Newsmax. “And that counts for a lot.”

The last independent survey of the race was a month ago, when a Monmouth University Poll showed Republican Young Kim, a former state assemblywoman and former aide to Royce, leading Democrat Gil Cisneros by 46 to 42 percentage points districtwide, with 12 percent undecided.

The margin of error was +/-4.9 percentage points.

Much of the Republican advantage has to do with Kim herself, who would become the first congresswoman of Korean heritage if she emerged triumphant. While she differs on little from President Donald Trump, Kim projects her positions with warmth and graciousness.

“I welcome the president’s summit and believe it’s a good start,” she told Newsmax earlier this year, but quickly added, “I don’t have the highest expectations because North Korea breaks every agreement.”

Cisneros, a U.S. Navy veteran who won $266 million in the California lottery, is active in the district’s large Hispanic American community. According to Monmouth, he leads Kim among Hispanic voters 54 to 29 percentage points. Kim has sizeable leads among non-Hispanic white voters (58 to 36 percent) and the two are roughly even among Asian voters (43 percent for Cisneros, and 41 percent Kim).
