China is constructing refugee camps along the North Korea border for defectors in case Kim Jong Un's regime implodes, according to a leaked Chinese government document obtained by The New York Times.
The camps, planned as a reaction to the "unstable situation" in North Korea, will be constructed at three villages in Changbai County and in two cities in the northeast border province of Jilin. The plan was mentioned in an internal document released by the Changbai County Branch of state-owned China Mobile Communications Corporation.
"Because the situation on the China-North Korea border has intensified lately, Changbai County government plans to set up five refugee sites in Changbai," China Mobile said in the document.
A spokesperson for China's foreign ministry told the Times they were not aware of reports about the camps, but did not deny plans to build them.
Kim, who has been threatening to launch a nuclear strike on the United States, last month performed an intercontinental ballistic missile test he claims can hit American soil. He and President Donald Trump have publicly sparred, with Trump threatening Kim with "fire and fury."
Following Kim's latest test, South Korea and the U.S. launched joint air drills in a show of force.
