The White House on Tuesday hit back at Mexico Gov. Graco Ramirez's claim that his country had won a “first victory” in its opposition to Donald Trump's proposed wall along the border.

At a press conference in Washington D.C., Ramirez, head of the National Conference of Governors of Mexico and governor of Morelos, pointed out that Trump’s proposed budget for 2018 included $2.6 billion in tax dollars to build the wall.

Trump has no way to “make Mexico pay for it,” explained Ramirez, who chairs the association representing the 31 federated states of Mexico as well as Mexico City (its capital). "He’s asking your citizens to pay for the wall," said Ramírez, "and that provided our first victory."

Responding to Ramirez's claim, White House Press Secretary Spicer told Newsmax “It’s a little early to be claiming victory. The president made it clear he’s going to use the current process to start construction of the wall and that there would be ways of which fulfillment of that pledge would come through.”
