Ryan: Gingrich Doesn't Understand Medicare Plan

CHICAGO (AP) — Wisconsin Congressman Paul Ryan says Republican presidential candidate Newt Gingrich is "missing the mark" on the GOP's plan to turn Medicare into a voucher system.

On Sunday, Gingrich told NBC's Meet the Press that Ryan's plan is "too big a jump" and that he's against a conservative imposing radical change.

But Ryan said Monday that the plan is "one of the most gradual things one could do" to rein in the program's costs because it would not kick in for 10 years. And he says it has bipartisan origins.

He spoke to reporters after delivering a speech to the Economic Club of Chicago, where he defended the Republican's budget plan.

Ryan also says he'll decide quickly whether to run for the U.S. Senate to replace retiring Democrat Herb Kohl.
