Question: I have constant numbness and tingling in my hands, but my doctor doesn't think that I have peripheral neuropathy because I don't have diabetes. What else could cause this?

Numbness and tingling of your hands and not your feet is not likely caused by diabetes. But your symptoms could still be peripheral neuropathy, and you should be further evaluated for more common conditions such as carpal tunnel syndrome.
If carpal tunnel syndrome is ruled out by an evaluation, then a workup of your cervical spine and spinal cord would be in order. Ask your doctor for a second opinion or perhaps a referral to a surgeon who specializes in hand surgery for further evaluation and management.
Most carpal tunnel cases are managed without surgical intervention being necessary.
