Former NYPD Commissioner: Home-Grown Terrorism 'New Normal'

Former New York Police Commissioner Bill Bratton says home-grown terrorist threats represent the "new normal" for the country.

"The threat, here in the United States, from their efforts to basically radicalize the home-grown terrorists, as we saw at the Boston bombing case, that's also the new normal for us," Bratton said Monday on MSNBC's "Morning Joe."

"They have the ability to reach out and into this country. They may not be able to bring plots into the country from outside, but they generate them from within the country," he added.

Bratton, the former top cop in Boston and Los Angeles, spoke about the changing structure of al-Qaida, saying, "This isn't just the old guard. They're recruiting actively.

"The fact that 2,000 people were released or broken out of prison in July [in Pakistan and elsewhere] — many hundreds of them being al-Qaida operatives — they're constantly being strengthened," he added.

"As a result of the turmoil [in the Middle East] that's going to continue unfortunately for years to come in that part of the world, al-Qaida has, in fact, been strengthened. It has the ability to operate out of many areas," he said.
