Whale Commission: Bid for S.Atlantic Sanctuary Fails

A bid to create a whale sanctuary in the South Atlantic failed to get enough votes Thursday among International Whaling Commission members gathered in Slovenia.

The proposal from Argentina, Brazil, South Africa and Uruguay, countries which depend on whale-watching tourist dollars, required 75 percent of votes to pass, but got only two-thirds.
