President Donald Trump "cannot and will not capitulate" on his call for a wall on the border between the U.S. and Mexico, Sen. Lindsey Graham, R-S.C., said Thursday.

"President Trump cannot and will not capitulate on his promise to secure the border," Graham wrote in a tweet Thursday afternoon. "That includes walls and physical barriers where appropriate."

Graham has been heading negotiations to end the partial government shutdown that entered its 20th day Thursday.

"Shutdown continues. No end in sight," he added.

"President [Trump] strongly believes he has power to declare a national emergency to build a wall. Will that approach work? I don't know," Graham wrote in a followup tweet.

"However, I currently do not see a path in Congress – given the recent statements of [House Speaker Nancy Pelosi, D-Calif., and] the inability to use regular order in the Senate – to fund a wall," he continued. "Complete stalemate right now in Congress."

In an earlier tweet, the senator blasted Speaker Pelosi, who he said "refuses to work with President [Trump] on border funding – even if the government were to reopen. As long as this attitude exists, there is no pathway forward."
