Pennsylvania's Democratic governor is "disappointed" the state committee that organized the 2016 Democratic National Convention paid roughly $1 million in bonuses rather than return the money to the taxpayers.

"I am disappointed that when the host committee first discovered there was a surplus, the first call was not to the Commonwealth of Pennsylvania to discuss returning the money to the taxpayers," Gov. Tom Wolf, D-Pa., said in a statement, according to The Hill. "The commonwealth supports large events that have an economic benefit to Pennsylvania and the region, but when there is leftover funding, that money should be returned to taxpayers. I am disappointed that the surplus was instead spent on bonuses and grants."

The host committee, which raised more than the $64 million budgeted for the convention, decided to reward employees with the $4 million surplus despite Pennsylvania having given the committee $10 million months before. Although an audit commissioned by Wolf's office concluded the money taken from the state was spent appropriately.

The committee's executive director Kevin Washo received $310,000, though former Pa. Gov. Ed Rendell told the Philadelphia Inquirer this figures includes back pay.

"None of the state money was earmarked for salaries," Rendell said. "We had to raise the money to pay our administrative costs. None of the taxpayer money was involved in this at all."

"We're confident in our accounting and the fact that we spent the state money appropriately," committee spokeswoman Anna Adams-Sarthou said. "The state, through the Department of Community and Economic Opportunity, granted the Host Committee $10 million to be used for very specific purposes . . . and the funds were spent accordingly."
