Jimmy Carter generally doesn’t receive high marks for his presidency — but even Carter was a better president than Barack Obama, former New York City Mayor Rudy Giuliani said in an interview scheduled for CNN’s “Piers Morgan Tonight” Wednesday.

“I think he's been the worst president we've had since before Jimmy Carter,” Giuliani said. “I think Jimmy Carter had a better sense of the economy than Barack Obama does.”

Obama was elected to fix the economy.

“But he’s made it much worse,” the former mayor said, citing high unemployment, a volatile stock market, and a falling dollar. “With those kinds of results, any American president would be headed for the door.”

Giuliani also hit Obama for his criticism of Congress.

“We want the president of the United States to have his own plan. . . . He has no articulated plan for how to get us out of the terrible mess we’re in.”
