Recent Russian gains on the battlefield are only tactical and failed to create an operational advantage, Ukraine's top commander was quoted as saying Wednesday.

Colonel-General Oleksandr Syrskyi was quoted by Britain's Guardian newspaper as saying that Russia planned to have 690,000 troops in Ukraine by the end of this year.
