PARIS (AP) — U.S. Secretary of State John Kerry says a new agreement between the U.S. and Russia restores a nationwide truce in Syria.
Kerry is speaking in Paris after meeting with leaders of nations supporting the Syrian opposition. He's describing a joint U.S.-Russia statement calling for the troubled cease-fire to be improved and expanded.
The U.S. and Russia had been pursuing localized cease-fires in areas of Syria where fighting has broken out despite the truce. But U.S. officials say those area-specific cease-fires are now being folded into a reinstated, country-wide cease-fire.
It's unclear whether Russia or Syria agree with Kerry's interpretation of the agreement.
Kerry says the agreement is "words on a piece of paper," and remains to be seen whether it will hold.
