American defense contractor United Technologies Corporation and two of its subsidiaries pleaded guilty last month to violating the U.S. Arms Export Control Act by selling engines to China for use in its first military attack helicopter. China’s desire to circumvent Washington-imposed arms embargos is hardly surprising, but the involvement by U.S. firms is, and seems to be an ominous sign of a new challenge for American security.
