Uganda, Rwanda Presidents Agree to Cease Hostilities

KAMPALA, Uganda (AP) — The leaders of Uganda and Rwanda have agreed to re-open their border following a summit mediated in Angola.

According to a statement Wednesday, Ugandan President Yoweri Museveni and President Paul Kagame of Rwanda also agreed to "refrain from actions conducive to destabilization or subversion in the territory of the other."

Rwanda closed its main border crossing with Uganda in February as authorities there urged against travel to Uganda, claiming that Rwandan citizens were not safe across the border.

Rwandan authorities also accused Uganda of backing a Rwandan tycoon with businesses in Uganda who opposes Kagame. Ugandan officials made a counter-charge accusing Rwandan state agents of operating unlawfully in Uganda.

The tensions raised fears of possible armed conflict as Kagame and Museveni made threatening remarks at public events.
