ACCRA, Ghana (AP) — Doctors have returned to work at Ghana's public hospitals, ending a three-week strike that saw only police and military hospitals open in the capital.

Ghana Medical Association secretary-general Justice Yamson said Monday that doctors, who have demanded better working conditions, salaries and allowances, still await negotiations with the government.

The government had refused to negotiate until doctors returned to work, calling the strike illegal.

Emergency care was halted for weeks at public hospitals.

Health Ministry spokesman Tony Goodman says that Cuban doctors will come in to help fill the gaps.

Frederick Out, a resident of Accra, Ghana's capital, said he and others are happy that the doctors have returned to work, saying they must have listened to the voices of Ghana's suffering masses.
