LONDON (AP) — Britain is promising European Union citizens the right to appeal if they are denied permission to live in the U.K. after Brexit — part of an improved offer ahead of a new round of divorce talks this week.

The status of citizens affected by Brexit is one of the main hurdles in negotiations. Britain says EU nationals already in the U.K. can stay, but EU officials say British proposals would erode existing rights.

On Tuesday, the U.K. government said people would be able to appeal decisions about residency to British courts, and promised no one would be refused over "minor technicalities."

Brexit Secretary David Davis said "safeguarding the rights of EU citizens is our top priority in negotiations."

The two sides are due to meet Thursday and Friday in Brussels.
