SAfrican Court Rules Govt Should Have Detained Al-Bashir

JOHANNESBURG (AP) — South Africa's Supreme Court of Appeal has described the government's failure to arrest Sudan's president as "disgraceful conduct."

South Africa's second-highest court on Tuesday ruled that South Africa, as a member of the International Criminal Court, should have complied with a lower court's order to arrest President Omar al-Bashir as he attended an African Union summit here last year. The ICC has charged him with genocide and human rights abuses related to the Darfur conflict.
