GOP Super PAC's Bopp Aims for Unlimited Donations

A lawyer who helped win the landmark Citizens United ruling on campaign finance has launched a political action committee that could pose yet another legal challenge to restrictions on giving, the Washington Wire blog of the Wall Street Journal reports. James Bopp Jr., who formed the Republican Super PAC, says it will accept contributions in unlimited amounts, as permitted under the Supreme Court's Citizens United ruling.

And then it will go a step further, Bopp said.

Super PAC will let donors specify which candidates or issues they favor and will spend any amount as instructed. Bopp contends that, because Super PAC’s expenditures will be independent — meaning not controlled by or coordinated with any individual campaign — they do not conflict with any political money laws the high court left intact.

But some observers say Bopp is effectively inviting another court challenge.

“That raises new questions under the Citizens United line of cases,” said D.C. campaign finance lawyer Kenneth Gross.

Bopp is preparing to meet with key Republicans to persuade them that Super PAC is a sound, and legal, investment.
