A Florida state senator is proposing that those
buying ammunition should take an anger management course first.
State Sen. Aubrey Gibson, representing Jacksonville in north Florida, filed the bill Saturday. It outlines that purchasers would have to present a certificate of completing a two-hour online or in-person anger management course before receiving the ammunition.

"It's just to get people to take a pause before they buy any ammunition," Gibson told First Coast News. "It helps people be introspective and make sure they even know for themselves what are the triggers, what are things maybe that really upset me and how do I respond to that? Do I grab my gun to shoot somebody because I'm upset about something? How much ammo do I need stockpiled in my garage or that spare bedroom in my house?"
Gibson also proposes that those violating the anger management law, should it go into effect, be charged with a second-degree misdemeanor. If the person violates the law a second time in less than a year, it would be bumped up to a first-degree misdemeanor.
“When I first saw it, I thought it had to be a joke,” Sean Caranna, executive director of nonprofit group Florida Carry, told Fox News. “They’re trying to say that anyone who owns a gun or shoots a gun or has ammunition for it needs counseling and obviously has some anger problems.”
The bill also proposes a three-day wait period to purchase a firearm, changing the language in the existing law from “handgun.”
