As the new Congress prepares to assume power, 65 percent of voters agree that just about all positive change in America begins outside of the political system and far from the halls of power in Washington, D.C. A
ScottRasmussen.com survey found that just 22 percent disagree and 14 percent are not sure.
Other data shows that 68 percent believe that culture and technology lead the nation forward while politics and government lag behind. On that point, 18 percent disagree and 13 percent are not sure.
There is no gender gap in these attitudes. The views are shared across generational, racial, partisan, and ideological lines.
