The announcements were made at a press conference in Austin, Texas.
Rice, 46, is black. If confirmed by Congress, as is likely, she would be the first female national security adviser.
Like Colin Powell – nominated yesterday as secretary of state – Rice served in the 1989-93 administration of President George Bush, the incoming president's father. She was a Russian expert on the National Security Counsel staff.
Hughes, Bush's campaign spokeswoman, was a member of the president-elect's inner circle throughout the campaign.
Gonzales, 45, who will relinquish his position as a Texas Supreme Court justice, served as gubernatorial counsel during Bush's first term as governor of Texas.
