President Donald Trump was questioned Tuesday night on his vow four years ago at the Republican National Convention to restore law and order to America.
"I have, except in Democrat-run cities," Trump responded at town hall event hosted by ABC News. "Look, we have laws, we have to go by the laws," Trump said, adding that he can't just call in the National Guard without invoking the Insurrection Act.
Otherwise, the president must receive a request by the governor.
Trump said he'd just spoken with Oregon Gov. Kate Brown about declaring an emergency over the wildfires, and he offered to aid with the civil unrest in Portland.
"I said, governor, let us go in and we'll clean up Portland so fast, in a half an hour, it will be all right," Trump said. "And she's just torn by it. I don't understand the thinking, but they're torn by it."
The event was hosted by ABC News' George Stephanopoulos and was being taped at the National Constitution Center in Philadelphia.
