Texas Gov. Greg Abbott's administration is pleased with a federal court ruling that upholds bans on abortions being performed, unless they are done for life-threatening circumstances, during the coronavirus emergency, Attorney General Ken Paxton said Wednesday.

"So the governor had issued executive orders, and these are his decision that during a crisis, which basically said unless you were having some type of emergency procedure or something that was life-threatening, that you could no longer do elective procedures, elective surgery," Paxton told Fox News' "Fox and Friends."

Planned Parenthood had been successful in district court in getting the only exemption from the elective procedures rule, explained Paxton.

"The governor's executive order is back in place, and it applies to Planned Parenthood and every other medical provider," said Paxton.

Meanwhile, Texas is facing challenges concerning coronavirus because of its southern border and the border with Louisiana, which has had high numbers of people with the virus.

"The governor requires that people coming in from Louisiana self-quarantine, so we haven't stopped people from coming in but we have said there are restrictions," said Paxton. "And you know, most businesses are basically shut down unless they are considered essential. They are shut down in Texas and people are working from home...we are a little hopeful that that may last a shorter period of time and less cases part of it because of the restrictions. I think we may have gotten there in time to prevent a massive outbreak."
