Healthcare advocates and some insurers fear the elimination of Obamacare's individual mandate will lead to confusion and potentially higher premiums, CBS News is reporting.

Lawmakers eliminated the mandate as part of the tax bill approved by the Senate early Wednesday morning. The bill will go back to the House for a revote on Wednesday morning and is expected to pass.

The Obamacare mandate had imposed a tax penalty on any eligible person who did not purchase insurance.

GOP congressional members insisted that ending the mandate for the healthcare program also known as the Affordable Care Act, will permit consumers to be free of an overly restrictive policy, CBS News reported.

"Arguably, doing away with the individual mandate makes the Affordable Care Act unworkable — not that it was particularly great beforehand," Sen, John Cornyn, R-Texas, was quoted by Bloomberg before the Senate vote.

"Hopefully this will precipitate the bipartisan negotiation on what we need to do as an alternative."

However, healthcare advocates and others fear people will not realize tax penalties for those who don't sign up for Obamacare are not eliminated until 2019, according to CBS News.

They worry some people gave up on the process of shopping for individual insurance believing there will be no mandate. Those people will be hit with penalties for the 2018 tax year, the network news reported.

There also is a concern that healthy consumers will simply stop buying insurance — leaving people with healthcare needs making up the pool of those insured and leading to higher rates, the network news reported. And some insurers are expressing concern the system will now be set up for only sick people to buy insurance.
