RNC's Reince Priebus: GOP Creating 'Universe of Targets'

To prepare for this year’s midterm elections and beyond, the GOP has been hard at work using technology and other tools to identify potential Republican voters and create a “universe of targets,” Republican National Committee Chairman Reince Priebus said Thursday on Newsmax TV's “America’s Forum.”

“So if you're running for Senate in Iowa, you spend a whole lot of time figuring out all the data on every voter,” he explained. “What they buy and don’t buy, what magazines they subscribe to, how much money do they make, how many kids do they have, what's their voter history? Are they high propensity voters or they're once in a while voters? You put all that together and then you create this universe of targets."

Once the information has been accumulated, the RNC helps direct the targeting of those voters. Close elections, Priebus explained, are won or lost on "microtargeting the electorate."

“Say you have 500,000 what we call low-propensity voters in Iowa, people that don't vote all the time but should, but they have characteristics that make them highly probable to be a voter for the Republican Joni Ernst,” Priebus said.

“You send them an absentee ballot request form. Then you send into Iowa and around Iowa people and volunteers that are working in Iowa to help turn out those ballots.”

Priebus also weighed in on the competitive U.S. Senate race in Iowa, where Ernst has taken some heat for canceling her endorsement interview with the Des Moines Register’s editorial board.

The Ernst campaign has said she canceled because the Register’s editorial board has already made its position clear and shown a bias against Ernst. Priebus agreed, noting that Ernst was in the middle of a statewide tour and it didn’t make sense for her to take time away.

“You're not going to get the endorsement of the Des Moines Register anyway, so you have to kind of calculate as a candidate, well, do I leave what I'm doing and where I'm going to go back and sit down for an hour or whatever it's going to be in front of the Des Moines Register and sit here and get grilled by an editorial board that has no intention of ever endorsing me in a million years? Well, no, I'm going to keep campaigning. I don’t know what's so unreasonable about that. In fact, we all know it's not unreasonable.”
