Rep. Cedric Richmond on Sunday apologized for a joke he made about White House aide Kellyanne Conway, comments some considered a rude sexual reference.

Richmond made the joke Thursday at the Washington Press Club Foundation's annual congressional dinner. He said Conway, who was photographed recently sitting on her knees on a couch in the Oval Office while attempting to take a group photo, "really looked kind of familiar in that position there," and added "I don't want you to refer back to the 90's."

Moments before that, Republican Sen. Tim Scott of South Carolina joked, "Has anyone seen the controversy around Kellyanne Conway and the couch in the Oval Office? Come on, people. You remember the '90s. That couch has had a whole lot of worse things. Come on now," referencing former President Bill Clinton's sex scandal.

Richmond at the dinner said he didn't mean to make a lewd joke.

"I just said she looked comfortable in that position. I can't let Tim get away with making a Clinton joke without making one of my own."

Chelsea Clinton slammed Richmond and called the joke "despicable."
