House Majority Leader Kevin McCarthy maintained it was "one or two individuals" in the Senate who were standing in the way of moving forward on legislation, most recently healthcare reform, the Washington Examiner reported Saturday.

"Leadership [in the Senate] has done all the battle going in there," McCarthy, R-Calif., told MSNBC. "To me, it seems one or two individuals wants to hold everything up, and that's the frustration I've had with the history of the Senate, where one individual can hold everything up."

Led by Sens. Bill Cassidy of Louisiana and Lindsey Graham of South Carolina, lawmakers in the Senate once again last week tried to present a bill that would repeal and replace Obamacare. When it became obvious Republicans didn't have the votes needed to pass it, the legislation collapsed.

Sens. Rand Paul of Kentucky, John McCain of Arizona and Susan Collins of Maine all announced in advance they would not support the proposed legislation.

"It just seems to become a difficulty over in the Senate, not just with healthcare, with so many other items as well," McCarthy said.
