Resigning Health and Human Services Secretary Kathleen Sebelius is taking the rap for the Obama administration on the failure of the Affordable Care Act, according to Yevgeniy Feyman, a fellow at the Manhattan Institute.
"I think certainly Kathleen Sebelius is … the fall guy, so to speak," Feyman told "The Steve Malzberg Show" on Newsmax TV.
"Earlier today, President [Barack] Obama basically said that there's no one better to be in this position than [his new nomination] Sylvia Burwell.
"It's kind of a backhanded knock at Sebelius' handling of the whole situation."

Ed Haislmaier, a conservative scholar at The Heritage Foundation, agreed that Sebelius can be the fall guy, but only up to a point.
"The problem that they’ve got is that you can only blame so much of this on the technology or the vendors or the political appointees," he said.
"At some point, the real problem with this is that the underlying structure of this thing makes it unworkable, and so the relevant questions is … does the new secretary have enough running room to start giving on some of that?
