"But there's a risk for Republicans of overplaying it if the public decides that the folks in Congress are going after things that don't add up too much.
"Let's see if it plays out but it's certainly an odd feature of this campaign."
A House select committee is currently investigating the circumstances surrounding the deadly 2012 Benghazi attack, during which Clinton was secretary of state. Clinton is also under scrutiny for using a private email account and home server to conduct government business.
Allen — author of
"HRC: State Secrets & the Rebirth of Hillary Clinton," written with Amie Parnes and published by Broadway Books — said Clinton's campaign theme, that she's for "everyday Americans," could hamper her.
"She's saying … [that] CEOs make too much money. She even believes she makes too much money. There's a genuine issue there and it's going to be hard for her to connect with folks," he said.
"She's so often tried to make the argument that she's just like everyone else. It comes off as a difficult gap for her to bridge."
But those issues aside, Clinton has a good chance of capturing the White House.
"Is it possible for her to win? Absolutely," he said.
