Former House Majority Leader Tom DeLay told Newsmax TV on Thursday that the report by the Justice Department's inspector general will not be a smoking gun but will provide guidance to Congress on how to move forward.
"It's a foundation from which Congress can move because he's done all the work," DeLay, the former Texas Republican who was majority leader from 2003 to 2005, told "Newsmax Now" host John Bachman.

Inspector General Michael Horowitz's report, due out next week, is expected to conclude that former FBI Director James Comey defied authority more than once while he headed the agency.
ABC News cited sources Tuesday who have seen Horowitz's draft, telling the network that he described Comey's actions in the Hillary Clinton email investigation as "insubordinate" in the document.
"The Congress can look at the work — and, through their oversight responsibilities, can further the investigation along," DeLay told Bachman.
In addition, he said the Justice Department briefing scheduled next week for the "Gang of Eight" lawmakers on an informant placed within the Trump campaign pointed to the Obama administration using "the government to be involved in the campaign in 2016."
"It's abuse of power, and we're getting to the bottom of it."
