American Border Patrol President has Solution for Border Crisis

Glenn Spencer, president of the American Border Patrol, tells Newsmax TV that he has come up with a method to stop illegal migration and he would like Texas Gov. Rick Perry and President Barack Obama to come to his ranch to see it in action.

"I've been down here for 12 years working on a solution to the problem," he said on "America's Forum." "I believe we've come up with it."

Spencer, who ran a startup seismic exploration company, four years ago installed seismic oil exploration equipment on his ranch, which sits on the U.S. border.

The system operates on buried solar power, which is invisible, and detects people at 600 feet, he explained.

It shows everybody who crosses the border, he explained. Spencer said he would like to invite Gov. Perry down to his ranch to show him the system.

"We'll show him how it [the border crisis] could be solved," Spencer said.

Spencer applauded Perry's recent decision to deploy the National Guard to his state's border. He says that under the governor's command, the flow of illegal migrants entering the state will be stemmed, something the Obama administration has been unwilling to do despite having the resources to make it happen.

Had Obama sent the National Guard, "it would almost be a complete waste of time and the reason for that is, he has placed such restrictions on the use of the guard," Spencer said, adding that the federal government requires the National Guard to remain in one place (they are not permitted to patrol).

He also said they are "ill-equipped," are prohibited from possessing ammunition and that they "stick out like a sore thumb" because they place a white SUV next to each tent where the Guard is stationed.

"Because they have no ammunition, there are federal rules whereby the border patrol has to provide forced protection," he said. "So in other words, when you put the National Guard on the border, under the rules set by the Obama administration, they are a burden on the border patrol."

Spencer said he has flown two surveillance missions over the past couple of months and that the key to keeping illegal migrants from entering the country is the levies that parallel the Rio Grande.

Though they were built to stop the river from leaving the banks, fences built atop the levies — which he said cost hundreds of millions of dollars — can also stop people from leaving the river.

But every one-quarter to one-half mile there is a gap, allowing access, he said.

"They also designed electric gates to be put on those gaps. Well, Obama decided not to put them in right away if ever.

"I would hope that the governor would ask the president if he would please install those electric gates. They can be opened and closed for access. This is a serious problem and one that should be addressed."
