Menendez Says 'Very Difficult' to See US Ambassador to Cuba

One of the leading Democratic critics of President Barack Obama's change in Cuba policy says it will be very difficult to confirm an ambassador to the communist country.

Sen. Robert Menendez is a Cuban-American who's the soon-to-be ex-chairman of the Senate Foreign Relations Committee.

He tells CNN's "State of the Union" that Congress can do little to prevent the Obama administration from shifting the existing interests section in Cuba into an embassy. But he says Congress can refuse to confirm an ambassador and that's it's difficult to see a nominee winning Senate approval.

Menendez says he wasn't told about the administration's negotiations with Cuba, and that will make him more skeptical when administration officials testify to Congress.
