The shootings in San Bernardino not only point to terrorism, GOP presidential candidate Sen. Lindsey Graham said Friday, but to fears that al-Qaida or ISIS could be arranging marriages to send terrorists into the United States.

"For about a year now, people have been telling me one way to penetrate America is to do arranged marriages," the South Carolina Republican told reporter Andrea Mitchell on her noon MSNBC program. "You find somebody in the United States you can convert, and take a terrorist sympathizer and basically an al-Qaida/ISIL arranged marriage, and this may be one of the first ones we've seen."

Tashveen Malik, who was born in Pakistan, came to the United States on a K-1 Visa that allows American citizens to bring their fiances home. Her husband, Syed Farook, an American citizen, traveled to Saudi Arabia and returned to the United States with her, after meeting her through personal ads he'd placed online. It was reported on Friday that Malik had pledged her allegiance to ISIS through Facebook.

"When you look at the routes into the country, this is a route that we have been concerned about," Graham said. "That you could radicalize someone in the country and use, you know, an arranged marriage to bring somebody else in."

Graham said it is clear that the couple was motivated by something other than a workplace grievance.

"They gave their 6-month-old child up, so they are committed to a cause that is so bizarre that they would abandon their own child," said Graham.

But the answer is not to shut off the nation's visa program and make America a fortress, the senator said, but instead, the United States should "go on the ground in Syria and destroy the caliphate sooner than later, because that's the main problem."

"These people are seen as winning throughout the whole world and we've got to bring them down and take them to their knees if this continues," Graham said.
