Russia's aggression in Ukraine has raised the risk of armed conflict in Europe for the first time since war broke out in the Balkans 20 years ago, yet few NATO signatories are remotely prepared to fight one. Most militaries in the alliance have been cut to the bone and barely have enough money to pay for beans and bullets, much less sophisticated airplanes and ships.
