The Department of Justice and other federal bureaucracies apparently have shifted tactics in their resistance to subpoenas and document requests from Congress, inside sources tell Newsmax.

Congress began filing those requests nearly two years ago in January 2017. Several subpoenas focus on the Hillary Clinton email investigation, Trump campaign surveillance, and memos related to FISA court warrants for surveillance.
