Texas Republican Gov. Rick Perry's announcement that he would not seek re-election to a fourth term as governor generated speculation that he would campaign for the 2016 GOP nomination. Perry previously ran in 2012, eventually dropping out of the race and endorsing Republican candidate Mitt Romney.

Rick Perry ran a troubled campaign in 2012 fraught with gaffes and a memorable "oops" debate moment that left a lasting and negative impression. However, although Perry has not yet confirmed that he intends to run, The Washington Post reports that Perry claims he is now "a substantially different, versed candidate." According to Perry, he is not one to "scurry off" after humiliation, and he believes, "…this country is begging for leadership."

Here are seven key political positions of GOP presidential hopeful Rick Perry:

1. Border security: Rick Perry is well known for his commitment to securing the border, especially in light of a lackadaisical federal response to an immigration crisis that involved over 60,000 border crossings this summer. Perry stepped up and ordered 1,000 National Guard troops to the southern border to support the efforts of Texas border patrol agents. Perry said, "The price of inaction is too high for Texas to pay," according to a USA Today report.

2. Job creation:
Under the governorship of Perry, Texas leads the nation in job creation and pay rates. Forbes magazine reported in November, "The so-called “Texas miracle” does not show any signs of slowing either with 413,000 jobs added over the last 12 months. Texas is expected to have the nation’s fastest annual job growth rate at 2.7 percent over the next five years, according to data from Moody’s Analytics."

3. Second Amendment:
Rick Perry spoke at the National Rifle Association Leader Forum in 2013 and made his support of the right to bear arms abundantly clear.

"In Texas, we believe in freedom, personal responsibility, and the God-given right to defend yourself and your family. We never lose faith in our Founding Fathers' wisdom to include the Second Amendment to the Constitution among the Bill of Rights."

4. Education: Although he has been criticized for cutting education funds, Rick Perry says he has not only increased education accountability but also that he has raised standards to facilitate student success. In fact, The New York Times reported in September "the percentage of Texas students earning their high school diplomas on time exceeds that of nearly every other state."

5. Tenth Amendment:
Rick Perry is a proponent of state's rights and in the current environment of federal government expansion; his position appeals to many conservative voters.

"The time has come to assert those rights, and remind the federal government that it was created to serve states, not the other way around. Left unchecked, Washington will continue digging our country into a hole of debt, increased government intrusion, and the loss of personal liberty," states Perry.

6. Pro-life:
Rick Perry is staunchly pro-life. In 2013, he addressed the supporters of Texas Right to Life saying, "When we marked four decades of life under Roe v. Wade earlier this year, it was a sobering event. Too many people in our country can’t remember a time when the state didn’t sanction abortion; when the state didn’t authorize the killing of a child."

7. Foreign policy: In preparation for his potential 2016 presidential campaign, Perry has been visiting and delivering speeches in foreign nations. The Atlantic reports Perry is championing "an assertive American foreign policy against ISIS in the Middle East and Vladimir Putin in Eastern Europe, while calling European governments to account for their weak response to anti-Semitic attacks."

In a speech in London, Perry said, "But to every extremist, it has to be made clear: We will not allow you to exploit our tolerance, so that you can import your intolerance. We will not let you destroy our peace with your violent ideas."
