Sperling's Best Places compares various facets of the cost of living in towns across the country with national averages, giving national averages a score of 100. Lisbon has an overall cost of living score of 86. Additionally, the town earned a score of 56 for housing costs and 81 for utilities.

  5. Fargo - Forbes has listed Fargo as one of the 25 best places to retire in the country for several years in a row. The town has a population of 114,000, making it the most populous city in the state. The cost of living is about 2 percent lower than the national average, and typical home prices are around $176,000. In addition to these low prices, the city's economy is growing at a healthy pace. Finally, retirees will be happy to know that the town has been ranked high on a list of places that promote successful aging, with a "high number of doctors per capita."
