Takeaways From President's Task Force on 21st Century Policing's Interim Report

The President’s Task Force on 21st Century Policing’s report covered many topics from law enforcement relations to immigration.

According to the Milwaukee Courier, President Barack Obama signed an executive order in December initiating a task force to identify and suggest the best methods for running a police department following the outbreak of riots in Ferguson, Missouri, and New York last year.

Much of the report focused on the militarization of local law enforcement.

Police “should embrace a guardian, rather than a warrior, mindset,” the report stated, according to Tucson News Now.

This followed the president’s speech on decreasing the amount of military equipment available to police.

“Although police officers wear uniforms and carry weapons, the similarity ends there,” task force member Susan Rahr wrote, according to the Courier. “The missions and rules of engagement are completely different.”

Police dressed in combat uniforms and wearing riot shields ignited even more furor during the riots of the past year.

The report also recommended activities unrelated to policing be offered in communities to rebuild a sense of trust in cities and towns, especially those that frequently investigate alongside governmental agencies, the Milwaukee newspaper reported.

When serious events occur, the task force advises police departments to communicate with the public and media as soon as and as much as possible, including cases dealing with police misconduct.

The report advised law enforcement officials to use surveys to assess how the community feels about the police and how they are doing their jobs. Additionally, it advised the abandonment of quotas to avoid unneeded arrests prone to racial bias, The Huffington Post reported.

The 50-page list of recommended changes also refers to illegal immigration.

It noted immigrants tend to fear coming forward to officers following a crime because of local police’s involvement with immigration enforcement, according to Tucson News Now.

“Law enforcement cannot build community trust if it seen as an occupying force coming in from the outside to impose control on the community,” the report read, according to the news site.

The task force recommended state and local police should separate themselves from the enforcement of immigration rules.

With the release of the report, the White House Police Data Initiative was announced, which will aim to implement the changes.
