Sooner or later, some state will become the trailblazer by legalizing weed for recreational use before it is legal to use for medicinal purposes. If Minnesota's National Organization for the Reform of Marijuana is successful, that state will be Minnesota.

In 2009, Minnesota lawmakers passed a bill permitting medical marijuana use. Then-Gov. Tim Pawlenty vetoed the measure. Even so, Quast told FOX 9 News he can see a day when attitudes about marijuana use will change, similar to alcohol and the repeal of prohibition.

The bill faces tough opposition from the state's law enforcement agencies. And current Gov. Mark Dayton has made it known that he would like to see supporters present a compromise that law enforcement could support prior to him signing any bill.

The governor’s stand is crucial. In 2009, the legislature approved medical marijuana for hospice patients, only to have Pawlenty veto the measure.
