The controversy about Americans' right to bear arms as stated in the Second Amendment is one of the most heated topics of the gun control debate, and Winchester, by virtue of being an arms manufacturer, is part of it. In light of tragic shootings at schools and other public places, American concern for safety has spawned a call for further gun control. However, opponents to reform argue that new laws will not reduce the number of murders and violent crimes, but restrictions will prevent law-abiding citizens from having guns for protection and sport.

The Second Amendment to the Constitution provides for the “right of the people to keep and bear arms,” but several restrictions have become law since the founding of the United States. Persons applying for permits to carry and use guns are subject to investigation, but laws vary from state to state, and criminals are able to access guns through black market sources who disregard the restrictions set by legislators.
