The Global Warming Petition Project has the stated purpose to "demonstrate that the claim of 'settled science' and an overwhelming 'consensus' in favor of the hypothesis of human-caused global warming and consequent climatological damage is wrong." Currently the petition has the signatures of 31,487 scientists as defined by those having obtained "formal educational degrees at the level of bachelor of science or higher in appropriate scientific fields."

The petition was developed in 1998 in response to the Kyoto Protocol which is an international treaty designed to commit developed nations to a strict regime of greenhouse gas emission reductions. The Kyoto Protocol was adopted in 1997 and has developed strategic mechanisms to "facilitate, promote and enforce compliance with the commitments under the Protocol."

All of those who have signed the Global Warming Petition have been qualified to do so based upon their expertise in their academic fields including, "climatological, meteorological, atmospheric, environmental, geophysical, astronomical, and biological fields." According to the organizers, there have been instances of global warming activists forging signatures on the petition in an attempt to discredit the validity of the signatures overall. These attempts have been rigorously rooted out and corrected upon discovery.

The Global Warming Petition Project has other quality controls in place to make sure that the list of signers to the petition is as accurate as possible. Duplicate entries are deleted from the list and in the cases where the signature is from a person since deceased, a notation is made to note that information.

The list of signatures on the Global Warming Petition Project can be broken down by state. For example, there are 3,766 signers from California, 69 signers from Washington D.C., and 3,578 signers from Texas. In terms of levels of expertise, the signers include 9,029 with a Ph.D., 7,157 with a master's degree, and 2,586 with a degree in medicine with "underlying degrees in basic science."

The qualification of those who do not believe there is valid evidence to support human-made global warming and have signed the Global Warming Petition Project have been even further clarified by the organization. The signers have also been identified by their "educational subspecialties" including, atmospheric, environmental, and earth sciences, computer and mathematical sciences, physics and aerospace sciences, chemistry, biology and medical sciences, as well as engineering and general science.
