Trade between Russia and the European Union has grown substantially since 2008, and both have shown an interest in a free trade agreement. But a trade deal appears unlikely after the EU’s announcement last week that it will file a formal complaint with the World Trade Organization over Russian tariffs of up to $3,500 on cars imported from Europe. The complaint could take years to resolve. Meanwhile, Russia risks being shut out in the cold on trade with Europe.
