Imagine a friend of yours is sprayed with bullets and left to die in the street. The evidence — witnesses, video even — clearly points to the murder, who’s known to be armed and dangerous.
The community is outraged. The mayor assures justice will be done, and the murderer punished. “Never again,” he shouts from the steps of the town hall.
Then imagine the police telling you that even though they are certain of the murderer’s identity, it would be unwise to arrest him, and they have no interest in giving him a trial or putting him behind bars.
