An Iowa precinct official told CNN Monday that Democratic caucuses officials were told to call a hotline to report results if a phone app didn't work.

That plan, however, was stymied by long hold times on the backup hotline, Shawn Sebastian, Story Cout Precinct 1-1 secretary, told CNN's Wolf Blitzer.

Sebastian told Blitzer he had been on hold for an hour.

"I'm just waiting on hold," Sebastian said, as a woman could be heard answering his other phone, "Iowa Democratic Party, can I help you?"

But as Sebastian told Blitzer he needed to stop the interview to report his results, the woman hung up on him.

Party officials said "inconsistencies in the reporting of three sets" of data results were causing the delays in addition to the tech issues.
