When Marine Corps Commandant Gen. Robert Neller visited a Marine rotational force in Norway late last year, the circumstances were anything but normal.

Vladimir Putin’s troops had been conducting major military exercises close to Russia's border with Norway. The U.S. warfighters were there to send a message about the West’s resolve, following Russia’s occupation of Crimea and its war in eastern Ukraine.
