Retiring Democratic Sen. Evan Bayh says it might take an even deeper and more threatening economic crisis to cause members of Congress to shift toward bipartisanship.
Bayh suggests a tragedy and obvious threat to the country such as the Sept. 11 attacks — which produced a brief period of cooperation across party lines — might be necessary to overcome the gridlock that grips Congress.
Bayh says he's not running for re-election because Congress is broken.
He spoke Sunday on CNN's "State of the Union."
