Chicago Mayor Rahm Emanuel has opened up a double-digit lead over challenger Jesus "Chuy" Garcia ahead of the runoff election next month, according to a new poll by the Chicago Tribune.

The survey shows Emanuel leading Cook County Commissioner Garcia by a margin of 51 percent to 37 percent, a 14 percent difference, with less than four weeks to go before the election. Eleven percent of voters are still undecided.

During the first round of voting last month with three other candidates, Emanuel led Garcia, 46 percent to 34 percent, the newspaper noted.

Emanuel failed to reach a majority and avoid a troublesome April 7 runoff due in part to losing black voters who were upset about school closures and a lack of jobs in their neighborhoods, as well as the increased crime and violence in the city, the Tribune reported.

But the mayor has recently been given a boost among African-American voters after a multimillion-dollar television ad blitz specifically targeted at their concerns, according to Politico. Without the funds to run ads, Garcia instead has only been able to attack Emanuel through media coverage.

Now Emanuel, the former chief of staff to President Barack Obama, holds a 21-point lead among black voters, 52 percent to 31 percent, the same number as his lead among white voters.

On the other hand, Garcia has a 24-point lead among Hispanic voters, 58 percent to 34 percent, the poll shows. The challenger appears, however, to have failed in his mission to form a "brown-black" coalition of Latinos and African-Americans to oust the better-financed incumbent mayor.

Nevertheless, Garcia has gained the endorsements of the Rev. Jesse Jackson, and Willie Wilson, an African-American businessman who finished third last month with 10.7 percent of the vote, the Tribune reported.

Former Vermont Gov. Howard Dean, and his Democracy for America organization, have also endorsed Garcia while citing the challenger's "people-powered campaign."

Emanuel and Dean have been feuding ever since the 2006 election cycle when Dean chaired the Democratic National Committee and Emanuel led the Democratic Congressional Campaign Committee.

The poll of 712 likely voters was conducted March 6-11 by APC Research with a margin of error of plus or minus 3.7 percentage points.
