It's vital for a House committee investigating the Benghazi attacks to be able to speak with Bryan Pagliano, the state department staffer paid by Hillary Clinton to maintain her private email server, Chairman Trey Gowdy said Thursday, but he is continuing to refuse testimony.
"We have a lot of questions, all of them related to Benghazi and Libya," the South Carolina Republican told Fox News'
"America's Newsroom" co-host Martha MacCallum. "It is not about classified information, it is not about his employment arrangement with the former secretary. It is about making sure the public record is complete."

Pagliano said he plans to exercise his constitutional right against self-incrimination in hearings in regards to Clinton's private email server, but Gowdy said his testimony is important "to make sure what other witnesses told us and witnesses to come or is true."
However, the Benghazi investigation did lead to the revelations that Clinton had been using a private server while she was secretary of state, a fact that "the previous seven congressional inquiries somehow missed," Gowdy said.
But Gowdy said questions about anything but the Benghazi attacks are outside his committee's jurisdiction, and he does not plan to ask questions about anything else.
"But I do have an obligation to access every witness and every document that is relevant to Benghazi and Libya and unfortunately for him he is part of that process," said Gowdy. "We would love to know why, and what was he told. That gives us insight into the mind of the person who wanted the private server."
Clinton will testify before the committee on Oct. 20.
