House Committee Deciding Terms of Health Care Vote

House Democrats are moving closer toward enacting President Barack Obama's health care overhaul.

The House Rules Committee has begun meeting to set the terms for the final debate and vote — which is expected on Sunday.

The chairman of the House Energy and Commerce Committee, California Democrat Henry Waxman, tells the Rules Committee that the country cannot put off major health care changes any longer.

His Republican counterpart, Rep. Joe Barton of Texas, is upset by the legislative mechanism that Democrats intend to use when they try to pass the bill.
